BUDGET ANALYST - TITLE 5

As a BUDGET ANALYST - TITLE 5, GS-0560-11, you will provide management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Review annual appropriation and authorization legislation to determine congressional intent. Review and interpret higher headquarters' orders, guidelines and directives, and policies and precedents. Prepare budget requests consistent with guidance issued by NGB. Advise Program Managers (PMs) on the appropriate use of discretionary funds consistent with fiscal law. Certify funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller. Develop, coordinate and distribute Funding Allocation Targets to division and PM accounts. Produce reports on annual funding programs and allotment for accounts to PMs, senior management, the Chief of Staff, the Adjutant General (AG) and NGB. Review transactions based on interpretation of laws, regulations, or policy. Reprogram and migrate congressional interest program funds based on Program Budget Advisory Committee (PBAC) decisions. Provide technical budgetary advice and assistance to federal and state agencies as requested. Independently develop and implement guidelines and policies/management controls for effective budget execution. Perform other duties as assigned. Experience:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of an administrative nature, which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts, practices, and theories of budgeting. Knowledge of standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management. EXPERIENCE REQUIREMENTS:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
