TRAFFIC MNGT SPECIALIST - TITLE 5

As a TRAFFIC MNGT SPECIALIST - TITLE 5, GS-2130-11, you will function as the Installation Transportation Agent appointed by the USP&FO of Kentucky.
Plan, direct, and monitor the Commercial Transportation Program which includes freight, hazardous material (HAZMAT), passenger and terminal operations.
Serve as the financial activity manager for transportation funds.
Serve as the State Container Management Officer.
Develop operation plans of the Traffic Management Program.
Analyze transportation courses of action to determine most efficient and cost effective mode of movement.
Establishes program priorities.
Ensure laws, procedures and regulations are uniformly applied and complied with.
Review carrier applications for approval to transport freight.
Provide advisory services to the USPFO and staff officials on all matters relating to NG traffic management functions, including program requirements, capabilities, policies and procedures.
Recommend changes to policies and regulations.
Evaluate program effectiveness by review of reports and observation of activities.
Accomplish full spectrum of support for National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).
Communicate with Agencies and Commands concerning the movement of personnel, units and equipment.
Manage transportation funding within the State.
Review/validate billing information and certify payment to vendors.
Plan and direct the annual transportation program of the command ensuring the most economical and efficient movement of units, commodities and personnel.
Perform travel entitlements and procedures pertaining to personnel moves.
Determine the services required for movement of commodities requiring special handling, security and nonstandard movement services.
Conduct investigations to obtain information and inspect damage claims against contracted carriers.
Manage the DOD mandated Container Management Program and Certification of all shipping containers.
Plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules.
Balance workload and provide advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues.

SPECIALIZED
Experience:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09)) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of managing or participating in managing a transportation or traffic program involving operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs; operating a transportation system to provide common carrier types of services to shippers; and procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Experience conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
Experience making presentations on traffic matters before Federal, State, or local regulatory bodies.
Experience performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Experience negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
EXPERIENCE REQUIREMENTS:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
