HR SPEC (EMPLOYEE BENEFITS)

As a HR SPEC (EMPLOYEE BENEFITS), GS-0203/0201-7/9/11, you will provide guidance and assistance to managers, supervisors, and employees in a variety of employee benefits programs such as workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc. Develop and carry out projects to support the mission of the Human Resources Office. Coordinate publication of local policies and regulations. Provide counseling to management, employees, and beneficiaries regarding program coverage, options, variances in coverage, and advantages/disadvantages of benefits. Conduct new employee orientations covering numerous aspects of the technician program. Advise employees on all facets of TSP, such as loan provisions, calculation of benefits and contributions, investment options, withdrawal of contributions, and transfer of fund contributions. Conduct open seasons for TSP, health benefits, and life insurance in the appropriate time-frame. Work with the DOL, Civilian Personnel Management Service (CPMS) Injury and Unemployment Compensation Division, and supervisors to determine that payment of legitimate claims are made, fraud is reported, and questionable claims are reviewed. Provide information or answer congressional inquiries related to injured employees claims. Develop, modify, and conduct FECA and Workers Compensation training to supervisors/managers and conduct briefing for technicians. Assist in administering the retirement programs for technicians. Process retirement actions for both the Federal Employees Retirement System and the Civil Services Retirement System. Provide counseling to management, employees, retirees, and family members on the complex retirement insurance benefits, entitlements/options. Interpret regulations and provide advice to employees concerning reinstatement of insurance, conversion of life insurance, and options associated with retirement. Perform other duties as assigned. Experience:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-05) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of human resources business elements, terminology, concepts, merit principles, and issues. Experience using reference and resource materials. Experience in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experience may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experience operating a computer, utilizing multiple computer programs, and performing keyboard functions. Experience which provided a basic working knowledge of personnel programs. FOR THE GS-09:

Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge with employee benefits programs such as workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc. Experience executing actions in personnel programs and Human Resources Information Systems such as Defense Civilian Personnel Data System. Knowledge of organizational structures; manpower standards; manpower resources; and/or manpower data systems. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience applying program policies, directives, publications, and training manuals. Experience advising and/or making informed judgments on specific retirement, worker's compensation, and leave issues/cases. FOR THE GS-11:

Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of in applying a wide range of HR concepts, practices, laws, regulations, policies and precedents sufficient to provide state level comprehensive employee benefits HR management advisory and technical services in assigned programs such as workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc. Experience executing actions in personnel programs and Human Resources Information Systems such as Defense Civilian Personnel Data System. Experience performing personnel program requirements that involve conducting research and advising supervisors and managers. Experience conducting employee briefings and career counseling. Experience advising and/or making informed judgments on specific retirement, worker's compensation, and leave issues/cases. Experience reviewing and auditing performance evaluations and awards submitted by supervisors. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience with performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Experience managing personnel records and researching record data. Experience assisting in the development of Human Resources policies and procedures. EXPERIENCE REQUIREMENTS:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
