Hiring Agency General Government Cabinet Department of Agriculture Location 105 Corporate Drive Frankfort, KY 40601 USA Description Come work with the Kentucky Department of Agriculture (KDA) where we continue to make Kentucky Proud! KDA offers flex schedules and the ability to work from a home work station on a limited basis.
This position is located in the Office of Administrative Services.
The Staff Assistant duties will include:
Provides administrative support to the Executive Director of Administrative Services by assisting with budget planning, financial reviews, program planning, inventory, procurement & staff training.
Acts as liaison with other state agencies or cabinets.
Provides information to the Executive Director for legislative committees.
Analyzes and applies first line approval for department financial documents for payment.
Provides assistance to the Executive Director in analyzing and formulating the department's annual and biennial budgets.
Provides data to be used in the preparation of annual reports including the Schedule of Federal Awards, Annual Comprehensive Financial Report and Real Property and Accounts Receivable Solicitation.
Provides technical management assistance Executive Director and staff by interpreting and advising state regulations, laws and statutes.
Schedules employees, provides supervision, performance management reviews and time approvals.
Acts as liaison between Executive Director and department staff.
Interprets department policy to agency employees.
Reviews and analyzes correspondence for the Executive Director for accuracy and conformity with department policy and procedure.
Acts as the Department's Report Developer utilizing the Commonwealth's CGI technologies and solutions.
Prepares and analyze expenditure and revenue reports to ensure operating within budget constraints.
Establishes and manages federal grant tracking and utilize eMars for cost accounting.
Performs special projects and other duties as assigned.

Minimum Requirements EDUCATION:
Graduate of a college or university with a bachelor's degree EXPERIENCE, TRAINING, OR SKILLS:
Six years of administrative or management experience.
Substitute EDUCATION for
Experience:
A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:
Additional administrative, management, or research experience will substitute for the required education on a year for year basis.

NONE Working Conditions Incumbents working in this job title primarily perform duties in an office setting.
Minimal travel may be required.
Probationary Period This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.
