Job Description:
Provide accurate and unbiased information to assist individual residents of Kentucky understand their options for health coverage.
kynectors assist individuals with the application and enrollment process including re-enrollments, Qualified Health Plans, Medicaid and the Kentucky Children's Health Insurance Program (KCHIP).
kynectors also submit applications for SNAP and CCAP using kynect Benefits on behalf of Kentuckians and help to facilitate the collection and upload of needed documents for verification.
Protect the privacy of customers/families and hold in confidence all information obtained in the course of service.
Essential Duties and
Responsibilities:
Assist in the enrollment of primarily your coverage area (county/counties) and conduct related outreach activities.
Assist individuals, families and small businesses with enrollment in qualified health plans and insurance affordability programs.
Assist consumers with submitting Supplemental Nutrition Assistance program (SNAP) and Child Care Assistance program (CCAP) to the Department for Community Based Services (DCBS).
Facilitate consumer and employer enrollment and outreach activities.
Complete required training courses developed by Kentucky Health Benefit Exchange and receive a passing score of at least 80 percent to become certified.
Demonstrate a working knowledge of the Affordable Care Act and Kentucky's Health Care Exchange.
Travel in your designated coverage area (county/counties) to meet with consumers in order to assist with applications, enrollment and documentation.
Focus on understanding and meeting needs of the underserved, vulnerable and difficult to access population.
Provide unbiased guidance on the Kentucky online gateway in a face-to-face setting, over the phone and if deemed necessary in consumers' home.
Adequately answer consumers' questions about their health, dental and vision coverage.
Including employers who choose to use the SHOP portal for their employees.
Refer consumers to Agents, consumer assistance agencies as specified by kynect benefits, or the Call Center when guidance is needed.
Assist in the processing of appeals for consumers in the Exchange.
Complete and process re-enrollments (renewals) for all benefits listed above through the Exchange.
Guide Consumers in modifying their coverage due to a life changing event.
Abide by reporting standards on Exchange related activities.
Conduct outreach activities at local events to educate Kentuckians about kynect benefits.
Hold at minimum two local events in your coverage area (county/counties) monthly.
Assist KHBE in working local community events to promote kynect benefits.
Achieve a high level of consumer satisfaction.
Participate in kynector duties for the open enrollment periods through kynect.
Accept referrals from other kynectors, agents, community partners, etc.
Provide access to oral interpretation of non-English languages to ensure meaningful access.
Provide services in a location that is accessible to those with disabilities and materials and other utilized tools to those with disabilities.
Ensure that an authorized representative is present for disabled individuals (when applicable).
Qualifications:
Strong leadership skills and ability to communicate effectively.
Demonstrated work experience with health insurance plans preferred.
Knowledge of kynect benefits.
Including health coverage, SNAP and CCAP.
Good computer skills.
Demonstrated work experience with Microsoft Excel and other Microsoft programs.
Demonstrated work experience with social service programs preferred.
Must maintain a high level of professionalism, demonstrated by a positive attitude, ability to function as a team member, and a commitment to the overall mission of the agency.
Must have reliable transportation, valid driver's license, provide proof of insurance, and pass criminal background check and alcohol/drug screening.
