By joining our Office of the Secretary/Office of Budget and Fiscal Management/Division of Accounts/Program Billing Branch as a/an FEDERAL FUND ACCOUNTANT in Franklin county you will have the opportunity to perform functional supervision over Grant Anticipation Revenue Vehicle (GARVEE) Bond Policy.
Identify and analyze federal programs and budgets for compliance and accuracy, specifically GARVEE and federal agency funds.
Coordinates work of professional staff in district offices and central offices in order to complete federal billing tasks.
Performs analysis on various federal programs and compiles various documents for federal and state reporting requirements, including the Schedule of Expenditures of Federal Awards (SEFA).
Holders of the FEDERAL FUND ACCOUNTANT position will complete tasks such as:
Prepare and submit billings to Federal Highway Administration.
Verify and authorize final billing and expenditures to close Federal Programs Completion and submission of the Schedule of Expenditures of Federal Awards Prepare and submit quarterly billings to Federal Motor Carriers Holders of this job will obtain the following skills:
Administer the research, analyzation & reporting of over $15 million in agency funds.
Consult with the Office of Audits on managing state & federal programs as well as the GARVEE construction fund distribution.
Determine agency implications & compliance regarding Super Circular of Code of Federal Regulations.
Research and analyze data from eMars Reporting in conjunction with each Transportation Highway District & Central Office for preparation of Schedule of Expenditures of Federal Awards that is reported on the Federal Report SEFA, schedule 6.
Reporting is compiled & submitted quarterly with cumulative results reported on State and Federal year-end documents.
Consults with the offices of Budget & Fiscal Management & Program Management for preparation, implementation, evaluation & continued monitoring of the cabinet's federal budget.
Reconciles cabinet's GARVEE Bond loan debt balances & provides extensive report for each loan prior to debt service payment due dates.
SEFA reporting is a critical function of the cabinet in determining the amount of federal dollars awarded to the cabinet, totaling approximately $700M of the cabinet's annual budget.
Desired candidates possess the following requisite skills or experience applicable to the position:
Knowledge of EMARS (state accounting system) and FMIS (Federal billing system).
Knowledge of Delphi to process billings.
Working knowledge of Chart of Accounts Knowledge of assisted listing numbers and excellent writing/reporting skills.
